 John Smith: High School overview of season

·         Two weeks left in boy’s season then District Playoff begin. Please update your availability for new assignments.

·         Open floor to discuss High school season trials and tribulations

·         Pre-game meeting with your crew is very important in how you want the crew to manage unusual situations.

·         Smith will be emailing a questionnaire to get feedback from new members on their experience level to better match games to fit you skill level.

·         Make sure if you, your wife or your children are affiliated with a school, that you block that school in Arbiter and not officiate those matches.

·         Larry Scalf officially announces his retirement after 20 years of service with TVSRA due to knee issues.

·         May meeting, nominations will be held for two (2) members of the Referee Review Committee (to replace Scalf and Mabius) and three (3) Nominating Committee members will be elected to search/nominate Elected Officers for the upcoming year.  Membership votes for nominated officers at June meeting.

·         Looking for a volunteer as webmaster to take Larry Scalf’s place.

·         After High School season, KMSL matches will probably also be played during the week.

John Smith - High School overview of Spring season:

  • Review rule changes for 08-09 season See NFHS – 2008 Guidance on “Improperly or Illegally” Equipped Players” posted on our website.
  • Check the Hotline before the matches
  • Make sure you ask for a written Dr. medical release if the player is wearing a cast.
  • File all HS game reports in Arbiter (just like we did in Fall for KMSL).  You do not have to enter ref’s addresses for HS reports.  See “Arbiter Instructions” on TVSRA website.

Mike Fitzpatrick - USSF Referring Update:

  • If you are going to upgrade this year contact Mike to ensure you have all of the required steps completed.
  • Assessment fee should be paid at the match preferably before the match starts.
  • As last Fall, USSF Referee reports are sent to Grady
  • TN soccer refs are no longer part of TN Soccer.  A new organization, The Soccer Officials of TN, is who we fall under.  (www.soccerofficialstn.org).   Next season USSF registration will be thru Game Officials website.  There will be a link on soccerofficialstn.org to Game Officials.  More to follow.
  • Upper referee Grades 5-6 are required to be at the Boys D1 tournament in the Fall. If you are unable to attend you must contact Mike Candebat for a waiver.

President Paul Lane TVSRA Business:

  • Presented the changes to the “No Show Policy”. The 32 members present voted and passed the amendment.
  • Bylaws have been updated; the main changes have been reorganized and grammatically corrected. These changes were reviewed.  Membership voted and passed the amended bylaws.

Jan 26, 2009                                                                                                 TVSRA General Minute

Special thanks to Lisa Wolf and Dr. Amber Luhn of the Knoxville Orthopedic Clinic for the material they presented.  Topics included proper warmup/warmdown, heat-related illnesses, concussions, and proper hydration.  

Written copies of the proposed new TVSRA No Show Policy and TVSRA By-Laws were distributed.  These proposals will be voted on at the February meeting.  Electronic copies of the proposals are available on the TVSRA website.

Signup sheets for the boys KIL Jamboree (Saturday, 28 February at Victor Ashe Park) were circulated.  There are still plenty of open slots.  If you're HS certified and would like to help with this volunteer effort, please contact Bill Thomas.

Signup sheets for the boys Clinton Playday (Saturday, 7 March at the Clinton River Fields) were also circulated.  Clinton is paying $25 per referee per match.  Contact Bill Thomas if you're HS certified and want to help.

Seven new or "renew" members were voted into TVSRA:  Jim Rogers and his son Huston; Tom Towler and his daughter Adair; Lee Thomas; Steve Handly; and Ernie Costner.

The next meeting will be on the 4th Monday of February (23rd) at Hardin Valley Acadamy, Room C117.  Training starts at 7:00; business meeting to follow.

November 17, 2008                                                                                        TVSRA General Minutes

Special thanks to Greg Gruzalski for administering the USSF Recert exam.  Check the Tn.Soccer website for upcoming Recert Classes if you still need to take the recert exam.
 
Eddie Neely's family was presented a check for $2000.00!  Eddie's wife, daughter, son, and other family friends were there for the presentation.  This money was collected from donations by association members and the TVSRA general fund.  It was a very impressive gift that "you" gave!  Thanks to Chip Fuller for leading  this effort!
 
Remember Peter Angelo and family as they go through the difficulties of a terminally ill parent.
 
No new members.
 
Have a "low weight gain" Thanksgiving and a Merry Christmas!  Try to stay in a "little bit" of shape, the next season will be here quickly.
 
Next meeting will be Jan. 19, 2009 at Hardin Valley HS. (NO meeting in DEC.)

 If you have a KMSL match and for any situation that causes you to shorten the match enter the reason in Arbiter. This is a point of concern for this season.

 Recertification exam will be given as part of the November meeting night. If you have been to four prior meetings then you have qualified your classroom training, now you only need to take the exam

High School soccer matches are winding down, make sure you have your availability updated thru Saturday. Please enter a travel limit, otherwise Arbiter defaults some folks to 0 miles and you will not get assigned matches.

Training:

 Tonight’s Instructional speaker Jeff Kovac presented:  

How to be a Great Assistant Referee 

Stanly Rouse in the 1920’s invented the Diagonal System of Control to officiate a match. The principle is to keep the play between the Referee and AR. Three officials, 6 eyes, must be connected to 1 “brain” in sync. 

The role of the AR has expanded over the years. Your job is to assist, not insist! Good match control requires accurate communication between a team of officials working together. 

Few Key Points:

·        Arrive 30 minutes minimum before the match

·        Pre-match conference with Referee

·        Player inspection & check-in

·        Assist recording information as a backup for the Referee

·        Inspect the field prior to the match

·        Be in the correct position at all times

·        Eye contact with the Referee at every opportunity

·        Keep your flag visible to the Referee at all times

·        Observe players, bal, substitutes, coaches, referee

·        Positioning of AR is critical to observe play

John and Susan have assigned over 444 matches since August.  We are experiencing some growing pains with the new system. To assist them with their efforts to cover these matches, make sure that you have updated your Arbiter account. If you have any issues please share those with Susan and John.  

High School Part II exam for the Fall ended on Sunday. The High School Referee Supervisors are reviewing the testing procedures for next year.

TRAINING:
High School Rule changes and points of emphasis presented by Mike Fitzpatrick (HS Supervisor for Fall Season).
Members completed a High School rules "practice" exam administered  by John Smith.  Q&A session followed. 
 
READ the 2008/09 HS Rules Book!!!!!

Mike and John high-lighted some other HIGH SCHOOL items:

- at Administrator's Meeting, required to ask Head Coach if their team is "properly and legally" equipment
-difference in "illegal" and "improper" equipment
- shinguard requirements
-when submitting reports of RED cards to TSSAA (on TSSAA website using Unusual Occurrence form)(please report "facts" of the Red card, who, when, what type, where, and any significant details leading to or after the event.).  This is in addition to filing game report on Arbiter.
 - HS game reports are submitted on Arbiter (NOT directly to supervisor).  See Arbiter Instructions that was previously emailed and posted on TVSRA website 
- water breaks for High School -- clock stops
- if you are injured during a game, report it to the coach and/or game administrator, and the other refs before leaving the field.
- update availability on Arbiter.  We need all refs for Labor Day weekend.  We have Katie Hunter (Oak Ridge Tourney), Bearden HS Tourney, and KMSL games to cover that weekend.
- Part II exam (recert exam) is planned to be available on-line 7-14 Sept.

Training:

Jeff Kovac did a presentation on “Violence in the Game of Soccer – Dealing with/Preventing It” and followed up with a presentation on “Game Control Techniques”.

Business Meeting:

Please remember Eddie Neely’s family as well as Randy Chappell and Mike Fitzpatrick’s families during this difficult period for them.  Our thoughts and prayer continue to be with them all.

The annual TSSAA high school rules meeting will be held Wed, July 30th beginning at 5pm at Central HS.

The high school girl’s pre-season jamboree will be held at the Victor Ashe fields on Sat, August 9th from 9am until 3pm.  More information will follow.

John Smith will let us know dates for the online “high closed book test” which is to be taken during the fall season.  Please note in order to officiate in post-season high school matches you must successfully complete this test.

Remember to re-register for TSSAA on The Arbiter system.  A link is provided to do so on the TSSAA website (www.tssaa.org).

Southern Regionals will begin this Thursday in Raleigh, NC.  Paul Lane and Grant Allard are the only referees from our area participating.  We wish them much success during the tournament.

Training:

Tonight’s Instructional speaker Jeff Kovac presented:

Game Management vs. Enforcing the Laws

Highlights to of the Presentation

·        Game management advice and techniques to minimize the necessary control the situation. The focus is on Control of the match.

·        Work to keep the players on the field

·        Understand what players expect from the referee!

·        Keep the game flowing: The most dangerous time is when the ball is out of play.

·        It is the RESPONSIBILITY of the Challenger to play the ball without Endangering the Opponent.

·        It is the responsibility of the defending team to retreat 10 yards on a Free Kick.

For all KMSL matches make sure you are putting the address of your team in the email for Stephanie. This will allow the checks to get processed faster.

Since Arbiter will be the vehicle to schedule matches you need to keep your profile updated.

At our next business meeting a TVSRA officer committee will be formed to search for new candidates.

A member has requested a proposal to vote on raising the KMSL fees $5 next season. The membership voted to delay this until the Fall 08 season.

High School Season update from John Smith:

The high school post season tournaments start May 5.  The week of May 5 will be the district tournaments in which all teams will play.  There will be many matches that week and we will need all of the referees available.  The regional tournament starts May 12.

Please go on Arbiter and make sure your availability is updated for these two weeks.

Please read the Tie Game Procedure starting on page 75 in the high school rule book before going to your first playoff match.  Read this whether you are the Referee or an AR.

Training:

Chip Fuller conducted a presentation on the differences in laws/rules between USSF, High School and College – highlighting the areas were there are major differences.

In the current NFHS (High School) rules booklet – a spreadsheet can be found with this information on pages 72-73.

Attached with the minutes is a “2008 Comparative Study of Rules & Laws” found on the NISOA website.

Chip also reviewed rules/procedures associated with KMSL games.  This information can also be found on a link on the TVSRA website (www.tvsra.net).

Business Meeting:

John Smith reminder officials to make sure they communicate with each other prior to a match to ensure they all arrive at the time, location designated and to make sure all have correct uniforms available.  Also if assigned to a match at a distance referees may want to arrange meeting and riding together.

Reminder - email all cautions and ejections to John Smith at JohnSmith@aol.com and also to report ejections to TSSAA.

Monday February 25, 2008                                                                            TVSRA General Minutes

Training:

 Tonight’s Instructional speaker Jeff Kovac presented:

Tactical Thinking for Referees

·        Restarts near goal requires careful handling ceremonial restarts must be managed properly

·        Free-Kicks near the goal are scrappy; they can escalate quickly into a fracas.

·        Where should the Referee be during Counter Attacks? What did you discuss during the pre-game if you are out of position?

·        Off the Ball incidents: Players break and bend the rules. Ask yourself are you in position to observe these incidents?

·        Volatile Situations to keep in mind: Set plays near goal, last 15 min of match when players are tense. These are a few of the things you should be mindful of.

·        Referee exerting presence if the tone of the match dictates tightening control.

·        Referee strategy must be selected based on the teams’ tactics during the match.

 Business Meeting:

 Mike Fitzpatrick shared the following information about the recent AGM in Nashville:

 1. Craig Long is the new president of TN Youth Soccer program

 2. TN Soccer State Office organization is moving from Cleveland to Nashville to centralize the office.

 3. Assignor for Tennessee has chosen for Tournament and Premier Matches the online scheduling program “Game Officials”. If you are involved with State Matches please make sure you have updated your availability.

 President Mike Compton announced KASL has merged with KMSL to form one league for Recreational leagues.  For a total of 49 teams, this means there will be 24 games a week. There will be a men’s Div 1 league. We will update everyone as the information emerges. All matches will be assigned by Susan Williamson using the Arbiter online.  Since Arbiter will be the vehicle to schedule matches you need to keep your profile updated.

Officials shall check the TVSRA phone at 690-5988 enter code *67890 before matches to confirm that that game has not been canceled due to weather or unforeseen circumstances. In any match that has to be cancelled or rescheduled, the TVSRA assignor will reassign the entire referee crew. Please don’t delete any coaches messages left.

To all new and returning officials, game fees traditionally for JV Matches are $10 less and 10 minutes than Varsity fees.

 Be aware that all Cumberland and Stone HS home games that are scheduled in Aribiter are Central time all others are Eastern time zone.

Chairman of the Referee Committee John Smith discussed the proposed updates to “No Show Policy” for High School. John passed out copies of the proposed amendment. This will be emailed out to the entire TVSRA members to read. This will be voted on at the next business meeting. These changes will take affect Aug 1 2008 in time for the girls season. Please contact John Smith if you have any questions. The referee review committee team members are John Smith, Larry Scalf and David Mabius.

For the High School Season John Smith presented the following information:

HS season starts March 10 - hope you have been training and read the HS rule book. You Shall Report all cautions and send-off to John.  Also, report send-offs to the state.

For the Boys High School season, remember these schools play away from their home pitch.

Halls HS will be playing at the Elementary

Powell is at the Middle School

Central is at Gresham

Please pass on any others you find out about.

From USSF: As many of you know New Uniform Policy states that within a crew there is no difference between the Old Yellow and New Yellow Jersey as long as the sleeve length matches. So if you bought new uniforms and you have fellow members on your crew with the old uniform style there is not a conflict per Alfred.

 HS Uniform Policy is different all uniforms must be the same unlike the USSF policy.

 Jeff Kovac presented two films from the 1994 FIFA World Cup on Serious Foul Play and Gamesmanship.  Both films gave the opportunity to give you on personal analysis and then reviewed with proper decisions either taken or needed for each situation.

 Business Meeting:

 John Smith, our High School Supervisor, reminded that the high school season is getting very close.  First games of season can begin on March 10th.  John reminded us to either keep in shape or start getting in shape for the upcoming boys season. 

 The annual KIL boy’s high school jamboree is scheduled for Saturday, March 1st at Victor Ashe Park.  There will be two games at each time slot, 25 minutes per game.  Paul Lane will be scheduling referees for the jamboree.  Please sign up to support this event.

 John Smith also passed out a copy of our current policy on missing games for members to review.  Larry Scalf will also email a copy to the membership soon to review.  We will review the policy at the Feb meeting for possible changes.

 Chip Fuller demonstrated the Arbiter system on line and how to do the necessary functions associated with the system.  We will begin using the Arbiter for high school assignments this season.  Susan Williamson will be loading the first two weeks schedules soon to see how the system is working.  We will review in more detail at next month’s meeting.  All members are encouraged to update their availability and check the system daily for changes during the season.

 Also we passed out an email outlining Olympic qualifying matches in Nashville on March 20th and 23rd if any one is interested in buying tickets.

 The instruction portion of the meeting was administering and review of the 2007 USSF recertification test by Greg Gruzalski.

We appreciate Greg for doing this for our association each year.

 Recognized Joselyn Jackson who is in town from school at Alabama A&M.  She just completed her sophomore year there where she is a starter for their soccer team and they had a very successful year making it to the NCAA tournament.  Congratulations to her and her team on their success this season.

Training:

 Tonight’s Instructional speaker Dr. Jeff Kovac presented:

 Psychology of Officiating:

Getting Ready : A few of the Qualities of good officiating.

·        Consistency from the referee in all of the decisions he makes.

·        Rapport with players, coaches and fans they want to be treated with respect.

·        Decisiveness to make a good decision during the match

·        Poise on the field: when disaster strikes you have the mental capability to act.

·        Integrity as viewed by players that the referee will give them a good game.

·        Enjoyment of officiating the match

 Preparation for the Match: Have a pre-game strategy based on the level of competition

·        Context what does this match mean to these teams in standing or elimination.

·        Do these teams have a prior history of conflict?

·        Physical setting: how many fans? How large is the field?

·        What do we know about the coaches and players?

·        Your strengths as a referee? Physical fitness or mobility if it will be a fast match, Do you have a charming smile like Compton?

·        Your weaknesses: Do you have mental lapses during the match? Do you have trouble communicating with the players and coaches under stress?

·        Do you have habitual mistakes?

·        Physical Preparation: Are you fit or an old couch potato?

·        Post Game: Do a self assessment? What worked well, what aspects didn’t go smoothly? Compare this with your other matches.

 Jeff handed out the USSF memorandum on Offside Myths. If you weren’t at the meeting go the US Soccer website to get a copy. Alfred Kleinaitis authored a paper offering a brief explanation to assist in understanding the meaning and application of Law 11.

 Trey Strickland reminded everyone to check-in players before the any KASL match.  Make sure the nets are anchored before the match starts.

 ·        Tonight’s Instructional speaker Susan Williamson presented:

 USSF Assessment Guidelines: Five Category Criteria for Assistant Referees.

 She shared what the assessor looks for in the AR for during an assessment. During the match they use these 5 Major Observation points.

1.     Personal Qualities: Appearance of crew, League Protocol, assists with field inspection, help check in players, attitude towards teams and spectators.

2.     Fitness & Positioning: Focus and Concentration, Work rate, Endurance, Sprints, mobility i.e. side stepping,

3.     Offside & boundary Line Assistance: Overall Mechanics, approved signals,  accuracy of signals,  follow shots to goal line and stays with last defender

4.     Fouls & misconduct: Assistance with fouls not seen by Referee, Assist with SFP, VC, PK and Dissent, proper recording of fouls, Comes onto field to referee

5.     Game, Wall and Player management: Communications to referee based on match situation, timely decisions, maintains composure under pressure, consistency of decisions, substitutions management, and appear approachable

For any person who will be refereeing fall High School matches, needs to go to the http://tssaa.org/Officials/registration.htm website and sign in (for the first time use your SSN).  This link will take you to the Arbiter web site and enable you to be registered for High School.

Then, there are two tasks you must complete - 1. Make sure you check the ready button on the home page. 2. On the information page enter your SSN. If you have already done this you are ready for the fall. Note that TSSAA will be assigning all Spring matches thru Arbiter.

Monday June 18, 2007                                                               TVSRA General Minutes

Instruction:

 Tonight’s Instructional speaker was Jeff Kovac.

 The presentation focused on a film from the “World Cup 1966”.  

 Some of the Highlights

·        Match played in England there were only 16 teams (N. Korea, England, Uruguay, Spain, France, Argentina, Brazil, Chile, Hungary, Mexico, Portugal, USSR,   Bulgaria, Italy, Germany, and….. who know the 16th team?

·        Red & Yellow cards weren’t introduced until 1970.  In a few matches if a player was sent off the English constables would assist some players off the field for misconduct.

·        There were no substitutions allowed during this era of soccer, only the 11 that started played would play until they could no longer stay on the field. There were no injury substitutions.

·        England played Portugal in the semi-final to advance.

·        Bonus question what Stadium was the final match played at?

·        There were very few, if any, shin guards worn by the player’s.

·        Super Bonus question: Who was the center Referee in the final?

Instruction: Tonight’s Guest Speaker was Taylor Williamson. He presented the following topic from his experience as a top NISOA referee in the Maryland area as well as other areas around the U.S.

The presentation focused on, “How to be a Referee and why it’s important to Upgrade.” His presentation covered the following areas

·        Referee upgrade and how it affects your game assignments

·        A summary of how to upgrade

·        Look like what your are doing by looking professional

·        Perform well you never know who is watching

·        Learn from more experienced referees. Watch and listen to them as they conduct a match

 Business Meeting:

Mike Fitzpatrick, our new High School Referee administrator, shared the following information:

·        High School season starts March 12 2007. Susan Williamson sent out the assignments today. Please review schedule email Susan if there are any conflicts.  

·        The preseason TN HS Coaches poll in AAA has Bearden ranked 1st . In AA/A schools  CAK is 1st and  Catholic 2nd

·        TN Soccer selected Grant Allard, a member of TVSRA, as TN’s youth referee of the year. He will participate in regional’s this summer. 

·        The TN AGM  hosted a closed door session of coaches and referees. The goal was to hear both sides in order to share information to improve the matches. Some of the key topics were: 

o      How do we close the gap between what coaches and referees see? Coaches want to know how do you become a referee and what is the recertification process. 

o       Why do the games change from year to year? The coaches didn’t realize that during recertification process each year memorandums and points of emphasis are highlighted to referees each year, changing the referees focus during that season. 

·        HS field updates:

o      Grace Baptist (Grace Christian Academy) is playing on campus at Oak Ridge Hwy in Karns.

o      Halls HS will play their home games later in the season at their new field behind Halls Elementary School (next to their baseball field).  Check the schedule if you have home games at Halls.

January 22, 2007                                                                              TVSRA General Minutes

Monthly Training Module:

Instruction by Jeff Kovac: “Referees in Transition” the growth of a referee from entry level through the highest professional level. As a referee progresses up in levels his skill and knowledge must be developed. This presentation highlighted the differences from Youth to Amateur thru Professional level matches.

Business meeting:

There will be an Associate Assessor Course March 30 – April 1 in Smyrna, TN. The National Assessor Sam Cho will be the instructor for this highly anticipated training. Contact Greg Gruzalski for more information.

John Smith has resigned as the High School referee supervisor. The association thanks John very much for all of his hard work and support as supervisor.

Mike Fitzpatrick has been approved by TSSAA as our new High School Referee Supervisor. Please contact Mike if you have any questions about High School refereeing or if you want to schedule an assessment during the spring season. Also, if you are contacted for High School scrimmages in the pre-season, you are responsible to negotiate fees with the coaches before the match.”

The High School season begins March 12, 2007. Susan Williamson will be sending out availability forms soon. Be sure and return your availability forms as soon as possible to Susan.

The following weekends we will be looking for referees to support High School events:

-March 3 West High School Jamboree at Victor Ashe fields. They will have 30 minute matches (2 per session).

-March 3 at 11:00AM Maryville HS Alumni game at the John Sevier Elementary field.

-March 10 (possibly) Blount County Jamboree hosted by Heritage HS will have 40 minute matches.

Once final schedules are received, Mike Compton will send out an email to sign-up for these jamboree matches.

We have one returning member: Anthony Tucker is back from Iraq, rejoining the ranks for the spring season.

USSF recertification test was given for monthly training. A large number of member participated in taking the test.

Taylor Williamson has taken a position at Emory University and will be leaving the country for at least two years in early Jan 2007. Taylor was the creator and has been maintaining our TVSRA website. We will be seeking someone to take over the website prior to his leaving. Taylor has done a great job on our website and we wish him much success in his future endeavors.

Jeff Kovac presented several new slides on the topic  “Fouls & Misconduct” from material by Bob Evans former Director of Instruction for USSF.

The main points of review were:

-Focusing on the language of Careless, Reckless and Excessive

-Types of Challenges for the ball with feet, the Body and use of arms.

            -Trifling and Doubtful Fouls        

If you are the center referee on a KASL or KMSL match, make sure you send in your game reports to the appropriate people in a timely manner

All USSF Reports for misconduct must be sent to the state office. This report can be found at Tnsoccer.org website.  You must to get the player ID before you leave the field. Don’t let any person play unless they are registered. They will be identified by one of these two methods; USSF matches player pass with photo or a state certified roster with player number, names, they must show an official photo ID. If a person can’t be verified by one of these methods then they don’t play in the match.

Mike Compton wanted extend a thanks to everyone who supported the HS girls matches. Our association has had a great high school season.

Reminder to the association for next year’s season. West High School will host the Boys Jamboree to be held Saturday March 3rd 2007, at Victor Ashe Park – More info to follow.

One new member Richard Haycox from MI, who now resides in Crossville, was accepted into membership tonight.

Because we offer monthly training for our members, when you attend four TVSRA meetings during the year, and take the re-certification test in November, you do not have to attend a Re-certification clinic.

Jan 19-21 2007 there will be an entry level referee clinic. If you know of anyone interested please tell them how to contact Greg Gruzalski, Chip Fuller or Jeff Kovac.

Three recertification clinics are scheduled on Nov 18 (Oak Ridge) and Dec 2 & 3 (Maryville HS) - contact Greg Gruzalski, Chip Fuller or Jeff Kovac.

An Intermediate Clinic will be held Dec 2 at Maryville HS by Greg Gruzalski and Jeff Kovac.

The entry level (associate) assessor class is scheduled for March 30-April 1, 2007 in the middle TN area.  Any grade 7 or above who is interested please contact Greg Gruzalski.

Next meeting will be 7:00pm November 20, 2006 at Maryville HS. The 2007 USSF Re-certification test will be given during before the business meeting by Greg. Gruzalski.

August 21, 2006                                                                               TVSRA General Minutes

John Smith and Jeff Kovac gave presentations for the training portion of our meeting.

John Smith distributed the test for HS rules and we reviewed the test. This years’ test will be given online at www.tssaa.org during the period of Sept 10-17.  TSSAA members can go online and print the test to practice ahead of taking the test online. When you are ready log on again and take the test. If you have any questions Contact John Smith.

As a point of discussion to our new referees John reviewed the following expectations. 

1) Communication is essential to our association. If your availability changes contact Susan Williamson ASAP so the matches can be reassigned. 

2) If you are the Center Referee you are expected to:

Contact your crew 1-2 days before to ensure there are no changes.  Make sure your crew knows:

Where to go, what time to arrive, when to meet, what to wear

3) On Match Day if you have an emergency and are unable to make it to the match contact John Smith at 640-5547. 

4) In TSSAA matches report all Send-off’s, also report all injuries and any other unusual situations. Use the following link to find the form http://tssaa.org/IntForms?/UnusualOccForm.cfm. On a local level report all cards to John Smith.  He wants Date, School, Player, Time, Type of card.

Our second instructor for the evening, Jeff Kovac, reviewed two presentations.  The first was the 2006 Memorandum of Law Changes. This year there were few changes due to the World Cup. 

The second presentation was Handling Offenses from the US Soccer website under Laws of the Game, Position Papers.

Mike Compton read a letter from Rick Allen who has retired. He wanted thank the group for the many enjoyable years working with TVSRA.

If you have a match in Oak Ridge there are two items to know. First they have a new clock that is remote controlled. If you are the Assistant Referee you should not be the person running the clock. The home team should supply a timekeeper. Second, due to construction, parking has changed.  Go to the back of the school to park and make sure you get there early.

South Doyle player has been permitted to wear cultural apparel in addition to her uniform per John Smith’s email. Let her coach deal with any questions that pertain to a properly equipped player.  They will have a letter from TSSAA available approving this.

Paul Franco will be the Katie Hunter Tournament referee contact this season.

The Advanced Referee Clinic was held in Nashville last weekend. This year the National instructor was Sam Cho. Sam utilized a number of media presentations to calibrate the participants on what we should be cautioning and what was good play.

USSF entry level clinic will be held this weekend at Maryville High School.  If you know of anyone interested please have them contact Greg Gruzalski. or Chip Fuller.  The Clinic runs Friday evening through Sunday afternoon.  Cost is $80.

There will also be a Re-certification Clinic Sat Aug 26 starting 9:00am -3:00pm.  Cost is $60.

If you come to 5 TVSRA meetings during the year and take the test in November you do not have to attend a Re-certification clinic.

Meeting held at Maryville High School.  Susan Williamson provided instruction portion of meeting with slideshow from 2006 Regionals in Little Rock, AR and a presentation on “What the Assessor Evaluates/Looks For” focusing on center referees.

One new member – Bruce Wilson.

Reminder that High School season is rapidly approaching, so make sure we are in shape and ready to go. 

The Girls Jamboree will be Saturday, Aug 12 at West H.S.  Games begin at 8am with an hour break from 12pm until 1pm, games resume at 1pm until 6pm.  We need to support this event.  A sign up sheet was started and will be emailed to membership, so sign up as you can.

John Smith reminded us that the High School Rules meeting is scheduled for Wednesday, August 2nd at Central H.S., starting at 5pm.  This is the only rules meeting held annually, so be sure to mark your calendar and be there.  John also mentioned the closed book test may be administered on line this year.  He will have more information to follow at the next meeting.

The Advanced Referee Clinic in Nashville will be Saturday, August 12.  If any one who will be attending this clinic has not submitted their form and payment to Brenda Brooks at TSSA they need to do so ASAP.

We addressed some disciplinary issues in KASL.  We are going to speak with their administration on their registering with TSSA in the fall.  We will discuss further at the next (Aug) meeting.

Annual dues are $40.00 – please give/send to Chip Fuller. 

David Mabius was nominated and elected Secretary.  As proposed last meeting we have split the secretary/treasurer position.  Chip Fuller will remain as Treasurer.

The instruction portion of the program was presented by Jeff Kovac who discussed the law changes effective for seasons beginning after July 1st.  These changes, except for those noted for immediate implementation, will affect our KASL and KMSL games beginning in the Fall.  I will send everyone the Memorandum shortly.

There are some upcoming dates of interest.  The annual, and only, High School’s Rule Meeting will be on August 3, 2005, at Central High School Auditorium beginning at 5:00 pm.  For those NISOA folks, the annual meeting and physical will be afterward.

The High School closed book test will be given August 22, 2005.  We will move the August meeting to that date for convenience.  There will be a make-up date which has not yet been determined.

The officer search committee of Greg Gruzalski, Randy Chappell and John Blair reported that the president (Mike Fitzpatrick), vice-president (Mike Compton) and secretary/treasurer (Chip Fuller) were willing to serve another year.  The committee recommended that they be re-elected.  Bill Thomas did not wish to serve another term as Member-at-Large.  The committee recommended Paul Lane.  The committee was unable to contact Paul Franco regarding continued service as the Chair of the Referee Review Committee.  The committee recommended that Paul be re-elected.

Susan Williamson moved that we elect John Smith as the Chair of the Referee Review Committee.

The membership first voted for the Chair of the Referee Review Committee.  John Smith was elected.  The members then voted to elect the remaining recommendations of the search committee.

Jeff Kovac presented the educational portion of the meeting consisting of Set Plays.  The discussion was precipitated by some observations of Bob Evans on his blog site.

Please welcome new members: Mike Horner (injured at present); Damek Izo (youth); and Darius Khan (youth).

The US Men’s national team will play Morocco in Nashville on May 23rd at 6:00 pm in the Titan stadium.  Tickets are still available.  Please consider attending.

I recognized some of our member’s accomplishments.  The following folks have been working high school games for five (5) years:

Our association will send Paul Lane to the USSF Region 3 games in Little Rock as a referee and Susan Williamson as an assessor.

We will have three (3) representatives at the ODP camps this Summer.  They are:

The TSSAA rules meeting will be Wednesday, August 2, 2006, 5:00 pm at Central High School.  It is only offered in Knoxville once each year.

The Association voted to change the billing agreement with KMSL to be the same as KASL.  That means that if the referees make the required report of the match, they will be paid directly from KMSL weekly.  I will advise KMSL.

It was requested that the association ask TSSAA to consider allowing mileage during the regular season for games out of the referee’s home county.  We will take this up as a scheduled discussion in June.

We elect officers next month.  The search committee consists of Chuck Schaich, Ben Scott and David Holt.  The current officers are Pres. – Michael H. Fitzpatrick; VP – Mike Compton; Member at Large – Paul Lane; Secretary/Treas – Chip Fuller.  If you have suggestions, please pass them to the committee.

Dues will also begin for the year next month at $40.00.

David Whipple shared the sad news that Tri Cities referee David Murray died last Thursday on the field.

It was requested that the association consider changing how KMSL (not KASL) pays.  The current arrangement is not working.  It is so basic that they cannot even send the checks with correct postage.  We will consider this issue at the next meeting.

Jeff Kovac presented the educational portion of the meeting. He presented USSF materials on persistent infringement and then supplemented with some comments.

The membership dues beginning for the NEXT YEAR will be $40.00 per year and will adjust whenever the High School rates change to track the High School Assistant Referee fee. That means in 2007 they will increase again. Most of the added revenue will go to continue the purchase and support of the modern educational materials we have been using lately.

The KASL playing rules are attached. I have asked Taylor Williamson to post them prominently on the web site. NO ONE IN THE CREW WILL BE PAID UNTIL THE REFEREE MAKES THE REQUIRED REPORT TO THE THREE ADDRESSES LISTED. Remember that misconduct for KASL games is NOT reported to Tennessee Soccer. The three addresses are:

I have also listed the KMSL rules, but they have not confirmed the accuracy or whether they are up to date. In addition, I have asked for their tournament rules without success as of yet. West High School will conduct a Jamboree for the boy’s season similar to the one for the girls on March 4th at the Victor Ashe Fields. I have sent out a schedule. If you wish to participate, just let me know.

January 17, 2006                                                                                TVSRA general minutes

Jeff Kovac presented the educational portion of the meeting. He first presented a FIFA presentation on the present standard for implementing offside. He then followed with the powerpoint presentation of USSF on the same subject. The presentations generated considerable discussion. You may view the FIFA presentation on their web site under laws of the game. I previously sent everyone the USSF power point materials. 

Welcome to another year. I hope everyone is ready to go. Please begin an exercise program.

The usual characters will have an entry level and Recertification class this weekend. You may contact Chip, Jeff or Greg if you need information. It is also on the State web site.

The membership in attendance decided to cast the Association’s lone vote at the Tennessee Soccer Annual General Meeting for Ken Underwood. The other choice was Ken Barnhart.

I gave those present notice that I will ask the membership to increase dues at the next meeting for the upcoming fiscal year to the fee for a high school AR ($40.00). I believe we should purchase an LED projector to continue the improved educational materials which are available. Come by next month and cast your vote.

Maryville HS will hold its annual alumni game on Saturday March 4 at Sevier Elementary School. If you are new or nearly new, it is an great opportunity to get one on one feed back for improvement. More details next month.

I believe that West will try to conduct a Jamboree for the boy’s season similar to the one for the girls. I have no detail yet, but suspect it will also be on March 4th.

Chip has agreed to send an email to those members in jeopardy of loosing membership for failure to pay dues. We are half way through. If you have not paid, please do so now.

Brian Turner presented some considerable changes and improvements the KASL is considering. He generated a lively discussion. Once they get the ideas into final form, I will send them to you and also post them on our web site, including how to determine whether games have been cancelled. I have asked KMSL for the same info and will also share it once (if) received.

If you have not done so, please send Susan your high school and KASL/KMSL availability ASAP. The high schools have several tournaments. They do not coordinate well together and so two weekends have competing tournaments. Please give TVSRA as much support as possible for these events. They will be:

      Bearden March 31-April 2 15 games

      Karns  March 31-April 2  6 games

      ORHS  April 21-April 23 20 games

      Powell  April 21-April 23  6 games

      LCHS  April 27-April 29  6 games

Greg Gruzalski administered the annual USSF test. We had a great turn-out. The instruction portion of the program was presented by Susan Williamson. She presented what assessors look for at different grade levels and between upgrade and grade retention. 

We had a great year and I thank each of you for your outstanding commitment and performance. Soccer cannot work without the necessary “evil” of officials. You make it happen and work well.

WE DO NOT MEET IN DECEMBER! Have a great break and holiday season whatever your beliefs or convictions.

The instruction portion of the program was presented by Jeff Kovac. He presented a USSF program used in the upgrade of referees called "Tactical Thinking for Referees."

Susan Williamson reminded everyone that the KASL and the KMSL schedule on the web site are under the KMSL tab. If you are scheduled for either league and need to cancel, there is no one available to fill in – every referee has been scheduled.

Shaun Sarvey is now the contact person for KASL. They are using a uniform roster for games. Remember that all players must have a number by their league rule. At the Recreational level, there must be at least 2 women on the field. Game reports go to admin@knoxvilleadultsoccer.com until they get the web site set up for game reports. All games require a report!

Peter Angelo has asked that I challenge all members to make a donation to the American Red Cross for the benefit of those less fortunate in the Delta area.

August 22, 2005                                                                                 TVSRA general minutes

John Smith began the meeting by presenting the 2005-06 TSSAA closed book test. Passing the test is a requirement for post-season games in TSSAA. If you took the test at this meeting, you do not need to take it again in the Spring. John will present a make up date and time. Please contact him if you still need to take the test. It must be given and all tests returned to TSSAA by Monday.

The instruction portion of the program was presented by Chip Fuller. He first presented a slide show of the USSF Region 3 games in Plano, TX. He then narrated "The Women’s Game" power point presentation of National Referee Sandra Sarafini of NC.

There were three new member at the meeting. Please welcome

I handed out the new Association flipping coin. Supplies are limited. If you did not make the meeting, you may contact me for a coin until the supply is exhausted.

John Smith had a few comments on the upcoming season.

  1. 1. Report all cards for our member schools to John. All red cards, regardless of school must be reported to TSSAA.
  2. 2. Do NOT switch a match without the approval of Susan Williamson or John Smith.
  3. 3. Remember that the Association has a policy for the failure to show for a match without adequate justification. The first no show is the match fee. We have suddenly gotten very bad on this. Please continue to regularly check the web site.

Jeff Kovac suggested that everyone periodically update their source materials for USSF games including the memorandum of USSF and the FIFA questions and answers. They are on the USSF web site under "Referee" and then "Laws of the Game".

Susan Williamson notified everyone that KMSL will begin on 9/11/05. If you did not block that weekend, expect games. In addition, we have lost several referees for a variety of reasons. The consequence is that there will be a lot of high school dual matches.

I extended my warmest appreciation to all the referees who volunteered at the West Jamboree. Well done!

Please be mindful of the TSSAA lightening rule. It is at the front of the law book. It is a minimum standard and you are not required to wait until the lightening is that close.

July 18, 2005                                                                                      TVSRA general minutes

The instruction portion of the program was presented by Jeff Kovac who narrated the marvelous video, computer generated graphic and power point materials of Bob Evans on Referee Movement to get the Best “Angle of View” for play and fouls.  The presentation included an interactive portion to show the blind spots and best point of view for six actual video clips of nasty fouls which could not necessarily be seen from the position of the referee or assistant.  If you did not attend, Jeff will provide a CD of the video and interactive portions if you let him know.  Quantities are limited.  It is a first class presentation and I urge everyone to get a copy.

If you would like to share more of Bob Evan’s thoughts on refereeing, he posts his articles on the site fortheintegrityofsoccer.blogs.com.  I have tried the address and it is correct

Joe Peterson reported on the USSF Advance clinic to be held in Nashville on August 13, 2005.  I have subsequently sent a message with the particulars to everyone via email.

Joe Peterson moved, was seconded and the membership voted to increase the fees charged for scheduled adult 90 minute matches to $50.00 for the center and $40.00 for each assistant effective in the Fall.

My email address book failed when I changed computers so everyone did not get my message about the May meeting or the passing of Roger Whipple, David’s father.  Please remember David and his family in their time of loss.

April 18, 2005                                                                                    TVSRA general minutes

The instruction portion of the program was presented by Jeff Kovac who discussed Referee position and responsibilities on restarts. 

There were no new member accepted by the membership.

The AAA schools are very close in talent and success this year.  As a result, every game has an impact on the post season.  You have done a great job so far this season on all matches, keep up the good work.  There are NO unimportant matches!

John Smith reaffirmed the above observation.  He also asked each member to remember that if you must turn back a high school assignment, DO NOT find your replacement.  That is the job of Susan or John.  There are schools who do not wish to see specific referees. 

Also, if you have any send off in high school (straight red or soft red) please make sure that you get the unusual occurrence form in ASAP.

Joe Peterson reported on the USSF side that East Tennessee will be well represented again this year in Dallas.  Last year the cost to states went way over budget mostly as a factor of the terrible weather.  This year only 10 instead of 12 referees will be allocated to Tennessee.  There are 6 districts.  East Tennessee will send 3 referees.  They are Chip Fuller, Chuck Wood and Michael H. Fitzpatrick.  In addition, Susan Williamson will be one of two assessors.  Joe will serve as the State representative.

If you did not take the TSSAA High School closed book test last Fall and wish to do so in the Spring.  We still do not have a firm date for the test.  John Smith or Susan Williamson will get the exact info to us as soon as they know.  You must take and pass the closed book test in the Fall OR Spring to qualify to referee in post season matches past the first round.    

The annual Maryville High School scrimmage will be on March 5th beginning at 11:00 a.m.  New or inexperienced referees can do a round in the center and on the line with feedback on site.  Maryville will pay a stipend for the officiating and provide food and refreshment.  It is an opportunity for new or inexperienced referees to do some time in the center with immediate positive feedback.

The instruction portion of the program was presented by Jeff Kovac who discussed The Goalkeeper – Responsibilities and Restrictions.  It was a lively session.  If anyone has a subject for future discussion, please contact Jeff.  Next month we will discuss the pre-game from acceptance of the assignment to the first whistle.

If you did not take the TSSAA High School closed book test last Fall and wish to do so in the Spring, it will be offered approximately March 7th.  John Smith or Susan Williamson will get the exact info to us as soon as they know.  You must take and pass the closed book test in the Fall OR Spring to qualify to referee in post season matches past the first round.

The annual Maryville High School scrimmage will be on March 5th.  It is an opportunity for new or inexperienced referees to do some time in the center with immediate positive feedback.

September 27, 2004                                                                           TVSRA general minutes

 Jeff Kovac presented the instruction for the night.  Jeff’s presentation was the changes to the laws for the current year and the USSF memo on the implementation of mandatory cautions.

We are a week away from the playoff season for High School.  Everyone who took the TSSAA test passed.  Please respond to Susan with your availability.  If you are available next Monday and/or Tuesday, you will work.  Susan will not individually contact you about the assignments, they will be posted on the website.  Susan will send a general e-mail message to the membership when that has been done.

John Smith asked that we increase our diligence in some aspects of the game:

1.                  Contact your crew members before the game.  If you are the center, more than 3 days in advance.  If you are an AR or junior in a dual and you have not been contacted, get in touch with the crew within the 3 days prior to the match.

2.                  Make sure everyone knows where to go.  Not everyone knows how to get to every venue.

3.                  If you are removed from a match or switched to another match, let both crews know of the change.

4.                  Do not go to the field site until you are fully dressed.

5.                NEVER switch a TSSAA match without the approval of Susan or John in advance.

There will be a motion at the next meeting to allow KMSL players who are referees to assist on KMSL games without being TVSRA members.  We do not have enough members to fully service the KMSL and KASL games at this time.  Please remember that if a “club” assistant is used, they may only call the ball out of play.  Also, we may NEVER dual a USSF related game.  If there are only two referees, then there is a center and one AR with the help of a club assistant if a volunteer can be found.

Our next meeting is Monday, October 18, 2004 at 7:00 pm.  We will meet at Webb unless the school has a conflict.

Susan Williamson presented the instruction for the night.  Susan continued the presentation of material from the last Dallas Region 3 games on areas which need referee and assistant referee improvement.

The TSSAA closed book test for the current seasonal year was taken.  If you were not able to attend, check with Susan Williamson immediately for the make-up opportunities.  She MUST return the test materials to the State by August 30th.

Thanks to everyone who helped with the Webb Jamboree.  The Jamboree presented 16 game opportunities of 25 minutes each or 48 referee slots.  We provided three referees for each match.  Those who helped were

In general, the TSSAA rule changes are as follows;

1.                  Substitution on a corner kick works just like a throw in.  (i.e. if the players have checked in and are ready to substitute, the team not taking the kick can substitute if the team in possession chooses to do so.)

2.                  Goal posts may be padded.  The padding by rule must be white.  Gene asks that we not get picky on the padding color.

3.                  Both teams may substitute on an injury even if help is not beckoned for the player.  I am seeking some clarification on this change and will advise.  (i.e. must the player leave the field if play is stopped, but no aid is requested?)

Please be sure to continue the highest level of professionalism in all matches.  It is easy to slip a bit when you do the same teams on a continual basis.  Be balanced in your approach to both teams before, during and after the match.

Please remember that some coaches are living an unhappy experience and some are just high pressure, type A personalities.  If you have a match with one of those folks, prepare beforehand with ideas how to handle the probable coach issues for a more enjoyable match.

If you do a JV match, the fee is $10.00 less than varsity if the time is reduced 10 minutes.  If it is full time, a full fee is appropriate.  Make sure to confirm with the coach before you begin and write the fees separately on the fee card.  You may schedule add-on JV matches which are not done in conjunction with the varsity game directly.  However, any varsity assignment or substitution MUST go through Susan Williamson.

Our next meeting is Monday, September 20, 2004 at 7:00 pm.  We will meet at Webb unless the school has a conflict.  Remember that the $25.00 annual membership dues are now overdue.  If you have not paid, please do so at once to avoid being dropped from the membership.

Fitzpatrick, Chuck Wood, Scott Walsh and Chip Fuller as Tennessee referees to the Region III games in Texas as well as Roger Street together with Susan Williamson and Dennis McCorkle as assessors.  Our group will also send Todd Buckovich and Nathan Stefanini to the ODP this summer.  Congratulations to all.

The Association gave special recognition to Susan Williamson, Dennis McCorkle, Jeff Kovac and Joe Peterson as founding members who have given 25 years of service to our Association and the soccer community.  They were each presented with a memento acknowledging their service.

Joe Peterson reported that Greg Gruzalski has replaced Mike Pitoniak as the State Director of Instruction.  There may be some issues at the top which resulted in this change (I will not speculate or indulge in rumor) AND the cancellation of both the intermediate and advance clinics this year for the present time.  Following the meeting, I was advised by Mr. Candebat that both clinics are once again on as scheduled.  The advance clinic is to be in Memphis on August 7-8 with Adolpho Reginato as instructor.  The intermediate clinic is to be in Nashville on August 21-22 with Dilva Diplacido as instructor.  Please plan accordingly.

Joe further reported that TVSRA will be sending Michael H. Fitzpatrick, Chuck Wood and Chip Fuller as Tennessee referees to the Region III games in Texas together with Susan Williamson and Dennis McCorkle as assessors.

The membership recognized Anthony Tucker for his sacrifice on all our behalf.  Anthony will be going with his national guard unit for training in June and then to Iraq later in the year.  Please remember him in your prayers.  His e-mail address will be up and running while he is gone.  We all wish him a safe and speedy return.

Next month’s meeting is our annual meeting.  There will be several very important issues discussed and I encourage everyone to be present if at all possible.  Mike Compton, John Glowienka and Paul Lane are on the officer search committee.  Remember that we have one open position at the present time.  This is the time to have your voice heard regarding who you wish to lead TVSRA.

Greg Gruzalski filled in for Jeff Kovac to present the instruction for the night.  Greg presented several USSF scenarios for review which generated quite a bit of thoughtful discussion.  Just what was intended.

The TSSAA annual rules meeting will be at Central High School beginning 5:00 pm on Wednesday, August 4, 2004.  Remember that they only present the meeting once per year now.  The meeting is mandatory.  I have asked Susan Williamson to advise Steve Green with KMSL to either not schedule games that day or to schedule them an hour later.

John Smith suggested that every referee in the association download and review the Guide to Procedures and Advise to Referees from the USSF web page.  The USSF site is ussoccer.com.  Once there, go to the referee page and then to ‘Laws of the Game.’  You will find both documents in PDF format.

John also advised that we have had a great first half of the boys high school season.  Thanks for all the hard work.

Maryville High School held its annual alumni game on Saturday March 6th.  We had four referees attend for training.  They were assisted by John Smith and Michael Fitzpatrick.

The board was tied on a vote between John Smith and Davie Rea for the Supervisor position.  The membership in attendance resolved the tie and chose John Smith.  I have notified TSSAA of the choice and expect them to approve John.

The TSSA annual general meeting was held on February 29, 2004.  I attended at no charge for the association.  TSSA chose three youth referees of the year.  They are  Ian Marshall of the Memphis area; DeShun Beard of the Nashville area; and Laura Kilpatrick of the Chattanooga area.  The referee budget for TSSA next year is $66,950.00.  All of those funds are generated from your annual USSF dues.  About $24,000 goes toward TSSA staff directly handling referee matters.  The balance is spent on referee programs and support.

Jeff Kovac presented the monthly educational segment on High School Rule variations from USSF.

Dates of interest in the near future are the TSSAA closed book test on March 8 and the first TSSAA match on March 15.  The March meeting will be on March 8.  The TSSAA closed book test will be given at 6:00 p.m. with the regular sessions to follow.  TSSAA has confirmed that there will be NO Rules meeting in the Spring.

If you plan to visit the Chattanooga TSSAA presentation Saturday, please advise Chip Fuller ASAP since Chattanooga needs a general head count.  It should be a very good presentation regarding High School Rules.

The local Elite team will be starting what they hope is an annual tournament this Spring.  It will be over the April 3-4 weekend at the Cellular One fields.  The tournament will involve both boys and girls teams between under 10 to under 13.  If you are interested, please contact Paul Franco.

Jeff Kovac asks that if you desire a particular subject on the monthly educational presentation that you contact him.

Maryville High School will have its annual alumni scrimmage on Saturday March 6th beginning 11:00 a.m. at the John Sevier Elementary School.  If you wish to participate as training with input from experienced referees, get in touch with Chip Fuller ASAP.

Paul Franco will be presenting his resignation as Supervisor in the near future.  Anyone interested in being the TSSAA Supervisor for the chapter should get in touch with me prior to the next meeting.

There is an introduction USSF class beginning Friday 6:00 pm at Maryville High School and a Recertification class Saturday beginning at 9:00 am.  Contact Greg Gruzalski or Jeff Kovac if you or anyone you know is interested. 

If you have not done so, get your Spring availability to Susan Williamson ASAP, but not later than February 8, 2004.  You may get the form from the web site or Susan.

The membership considered a discipline policy for missing assignments.  David Rea moved to amend the prior language in three aspects.  The first involves the consequence of the first, second or third offense and the second is the timing between violations.  The first violation will result in a fine to be paid to the association of the amount that would have been paid to the offending official.  The second will result in a fine of the game fee plus a 30 day suspension from doing any TVSRA scheduled match.  The third will result in the removal of the official from assignment for a year.  Whether a missed assignment falls within the recurring offense is measured from the first offense and will qualify as a subsequent violation if it occurs within a year.  The last amendment is to define what may be considered a violation of the policy.  The membership agreed that ‘any absence that has no prior notification to the assignor and other crew members is deemed an unexcused absence unless otherwise judged by the appeal committee.’

The membership then voted to adopt the policy on unexcused absence as amended.  The policy is as follows: 

Whomever serves as the actual referee or lead referee for a high school dual crew shall notify the Association President of the absence of any referee from an assignment within 24 hours following the match.  The President shall contact the Assignor regarding the member who was absent to determine whether or not the absence was the result of an emergency or following reasonable notice.  If the President and Assignor conclude that the absence was unexcused, the President shall contact the absent member within 24 hours of the report and follow the initial contact with a written notice of the imposition of sanctions for the absence.  The notice may be by mail or e-mail, but must be reasonably calculated to reach the member with verification of receipt, if possible.

Unexcused absence is defined to be any absence that has no prior notification to the assignor and other crew members is deemed an unexcused absence unless otherwise judged by the appeal committee.

Any member receiving notice of sanction shall have the right to appeal the sanction to the Referee Grievance Committee.  The appeal must be in writing (letter or e-mail) addressed to the President and post dated or dated on or within three (3) days of the date on the Notice.  The President shall immediately transmit the appeal to the Committee.  The Committee shall render a written decision within seven (7) days following the date of the appeal in the same form as the request for appeal (letter or e-mail).  No sanction shall be imposed during the time for appeal or the appeal process if an appeal is lodged. 

The sanction will be the game fee for the match which would otherwise have been paid to the official for the first offense. The official will not be assigned further matches until the fee is paid to TVSRA.  The President will notify the assignor in the event the fee is not paid.  The second violation within 12 months will result in the fine and a suspension for thirty (30) days or until the fee is paid, whichever is longer.  If less than thirty (30) days remain in the season, then the balance of the thirty (30) days will be imposed at the beginning of the next season.  (i.e. High School boys or girls or the KMSL season)   The third violation within 12 months of the first will result in the removal of the official from the schedules of TVSRA for 12 months.  The suspension from match assignments shall apply to ALL TVSRA schedules.

The fine for missing a KMSL match will be paid to the affected teams by TVSRA if they are not repaid by KMSL.  The fine for high school matches will be retained by the association.

The membership suggested that each member sign a copy of the policy and that new members sign when accepted for membership.

November 18, 2003                                                                                            TVSRA general minutes

    Greg Gruzalski administered the annual Recertification test for USSF.  There were no new members for consideration.

    The membership considered a discipline policy for missing assignments or not giving timely notice of a cancellation.  A motion was made for adoption of a policy, but later amended to provide that I would send the following draft out to the membership for comment.  We will vote on adoption at the January meeting.  The two area most needing your comments are the time line for when the suspension will begin and whether the suspension should apply following the first or second offense.
